Two People Arrested on Drug & Gun Charges in Dover

Delaware State Police were called to the Royal Farms on West Lebanon Road in Dover to check on the driver of a Caravan who was slumped over the wheel with a needle in her arm. Police found the Caravan which was parked and running and contacted the driver, 35 year old Jenny Fagan of Felton. Fagan was not fully conscious and got out so that EMS could treat her. Police also had her passenger, 46 year old Antonio Malloy of Frederica get out of the Caravan.

Troopers searched the Caravan and found the following:

  • Approximately 45 prescription pills
  • Three wax baggies containing suspected heroin
  • Approximately 33.24 grams of cocaine
  • Approximately 6.82 grams of methamphetamine
  • Approximately 3.10 grams of crack cocaine
  • A concealed and loaded handgun that was reported as stolen in July 2023 by the Camden (DE) Police Department
  • Additional handgun rounds

Fagan also had four active warrants for her arrest.

Fagan and Malloy were taken to Troop 3 and charged with the following crimes:

Jenny Fagan:

  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 4 counts
  • Carrying a Concealed Firearm (Felony)
  • Receiving a Stolen Firearm (Felony)
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Possession of a Firearm While Under the Influence
  • Possession of Drug Paraphernalia
  • Driving a Vehicle Under the Influence of Drugs

Fagan was arraigned by Justice of the Peace Court 7 and committed to Baylor Women’s Correctional Institution on $47,700 secured bond.

Antonio Malloy:

  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 4 counts
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Possession of Drug Paraphernalia

Malloy was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $41,100 secured bond.
