Two Arrested after Stealing a Cargo Van in Dover & Leading Dover PD on Chase
Two people have been arrested after a pursuit in a stolen vehicle by Dover Police. Police spotted a white transit van in the area of South State and East Water Street Monday night. A records check showed the van was reported stolen and police initiated a traffic stop. The driver of the van took off leading police on a chase throughout the city. The chase ended when the van got stuck in a field on Savannah Road in Dover. The occupants – 25 year old Christopher Houck of Dover and 25 year old Ontia Lofland of Laurel were arrested – and Houck was linked to stealing a City of Dover vehicle over the weekend.
Houck was committed to SCI on $4,350 cash bail on the following charges:
- Theft of a Motor Vehicle
- Criminal Trespass in the Third Degree
- Receiving Stolen Property
- Failure To Stop on Police Command
- Numerous Traffic Offenses

Lofland was released on her own recognizance on the following charge:
- Receiving Stolen Property
