Seaford Man Arrested for 5th Offense DUI

A Seaford man faces a 5th offense DUI felony charge following a traffic stop last night in Seaford. At about 8:20 p.m., a trooper on patrol saw a vehicle heading westbound on Middleford Road near Tharp Road at a high rate of speed. The trooper arrested 60-year-old Melvin Phillips after detecting signs of impairment and smelling alcohol coming from his breath. A computer check showed that Phillips had four prior convictions for DUI. Phillips is currently at Sussex Correctional Institution on over $8,000 cash bond.
