Gov Carney Signs Executive Order 21 Leaving HB 460 Undebated

Governor John Carney signed Executive Order 21 Saturday afternoon, which will create a benchmark budgeting mechanism, and a Budget Stabilization Fund for budget planning, to help the State of Delaware take a more sustainable, long-term approach to annual budgeting.  House Minority leaders say this measure has prevented House Bill 460 from being debated in either chamber of the legislature.  They say the Governor’s Order will implement some of HB 460’s reforms, but is binding only on the executive branch and will not prevent General Assembly majority budget writers from disregarding it.
