On Wednesday, Governor John Carney signed an Executive Order that establishes the Advisory Council on English Learners to help implement the state’s community-driven English Learner Strategic Plan 2022.  The number of English learners in the First State has increased by 433% since 1997.  There are currently nearly 12,000 English learners in Delaware public schools this school year.  The Council’s first meeting is set for June 26 – and they submit annual reports to the General Assembly on the state’s progress.  The Governor has also set aside $6-million in funding in the FY 2019 budget proposal for schools with the highest percentages of low-income and English learner students.
