Former Owner of Several DE Massage Parlors found Liable on Civil RICO Violations

The operation of several massage parlors throughout Delaware – including Rehoboth Beach – led to the arrest of 55 year old Da Zhong Wang, formerly of Smyrna – on RICO charges. DOJ officials then filed a civil suit against Wang alleging racketeering – the first in Delaware involving human trafficking. This week a Superior Court judge found Wang liable for 3 RICO violations. He faces up to $100,000 in civil penalties for each of the violations, however the state expects to ask for the maximum penalty of $300,000.
