The incident happened back on Saturday, July 6th around 3:22 p.m. in the Centre at Dover Shopping Center in the 200 block of North DuPont Highway. Police say the victim was walking during a break from her employer when the man asked her for directions. He then asked her to get in his vehicle to guide him, she refused and then he reached out to shake her hand. When she shook his hand, he forced her arm into the vehicle and made her touch his exposed penis. The man then fled the area.

Later that day, the suspect was stopped by officers but was released because they didn’t have enough information to make an arrest. Surveillance video was later located and an arrest warrant was issued on Friday. The man came to the Police Department that day for an interview and was subsequently arrested.

64-year-old Michael Daniels of Dover was charged with Third Degree Unlawful Sexual Contact, Second Degree Indecent Exposure and Offensive Touching for the July 6th incident.. He was released on bond. Police say while no additional reports have been received, they have learned he may have attempted or committed similar acts in the area.
