Dover Man Arrested for Illegal Weapon Possession
The Dover Police Department says they have arrested 45-year-old Joseph Carter on numerous weapons offenses.
Detectives obtained information that Carter was in possession of a rifle with a bump stock. He was also wanted by the Dover Police Department on an Offensive Touching charge and by Office of Animal Welfare on several offenses, as well as several court capias warrants. Authorities took him into custody as he left his residence on Monday afternoon in the 400 Block of New Castle Avenue. Authorities searched his home discovering the AR 15 with a bump stock attachment.
Carter has been charged with possession of a firearm by a prohibited person, possession of a destructive weapon (bump stock) and local fugitive charges.
He is being held at Sussex Correctional Institution of 20,500 dollars bond. However, he was not issued bond on his previous offensive touching or animal welfare offenses.
