Democrat Bud Freel Wins Special Election For State House 4th District

Delaware’s first election under a new early voting law was Saturday’s special election in the State House 4th District.

The election drew 215 early voters and a turnout of 17-percent overall. The 4th district moves to Sussex County later this year because of redistricting following the 2020 Census.

Democrat Bud Freel, a former Wilmington City Council member, was the winner over Republican Ted Kittila. Freel received about two-thirds of the vote, and will serve until after the November election.

Former representative Gerald Brady resigned earlier this year after disclosing he had been diagnosed with PTSD.
