Open enrollment for 2020 coverage on Delaware’s Health Insurance Marketplace has begun.  DHSS officials say the premiums on the state’s marketplace plans have dropped an average of 19% because of a new reinsurance program that Delaware received state and federal approval to start.  Enrollment runs from November 1st through December 15th.
