2 Arrested With Stolen Bikes In Pickup Truck
Two men are charged with stealing bicycles and fleeing from troopers who tried to stop them.
According to Delaware State Police, a pickup truck carrying several bicycles and dragging one behind it was spotted on Route 24 west of Mulberry Knoll Road early Monday. The driver ignored attempts to get him to stop, but the vehicle became disabled west of Banks Road.
52-year-old Leon Frazier of Ellendale was taken into custody. His passenger, 55-year-old Steven Hickman of Frankford was also taken into custody.
Police learned that the Walmart in Rehoboth had reported the theft of a large number of bicycles. State Police said several bicycles with Walmart price tags were found in the bed of the pickup truck.

Frazier was charged with the following crimes:
- Theft $1,500 or Greater (Felony)
- Conspiracy Second Degree (Felony)
- Disregarding a Police Officer Signal (Felony)
- Possession of Drug Paraphernalia
- Criminal Mischief Under $1,500
- Driving While Suspended
- Failure to Have Insurance in Possession
- Multiple Traffic Violations
Frazier was arraigned in the Justice of the Peace Court #2 and released on a $5,500.00 unsecured bond.
Hickman was charged with the following crimes:
- Theft $1,500.00 or Greater (Felony)
- Conspiracy Second Degree (Felony)
- Criminal Mischief Under $1,500
Hickman was arraigned in the Justice of the Peace Court #2 and released on a $2,500.00 unsecured bond.
