A 40-year-old Dover man, who is also a convicted sex offender, is behind bars today at the James T. Vaughn Correctional Center, being held in lieu of $112,000 bail for allegedly sexually abusing a child over a two-year period.
Dover Police arrested Thomas Spicer Tuesday; he’s charged with unlawful sexual contact with a child aged 12 years or younger, four counts of sexual abuse of a child by a person of trust, aggravated menacing, terroristic threatening, endangering the welfare of a child and two counts of unlawfully administering drugs.
Police say between 2010 and 2011, Spicer threatened the child at knifepoint and sexually abused the child after forcing the victim to consume narcotics and alcohol at a home on Woodcrest Turn.
In September 1994, Spicer was convicted of second-degree unlawful sexual contact with a child between the ages of 1 and 11.
