DSP Arrest Felton Flasher

The Delaware State Police have arrested a Felton man after he entered a local convenience store and exposed himself to a female employee.  The incident occurred on Monday December 9, 2013 around 11:38 a.m. when the suspect entered the Shore Stop located at on South DuPont Highway and purchased coffee and a paper.   The subject then went to an area in the store where he sat at a table.  A few moments later, the female employee noticed that the suspect was standing up and exposing his genitals.  He then fled the store, heading in an unknown direction.

Troopers received numerous tips after surveillance photos of the suspect were released to the media which led to the arrest of Garland J. Citizen on Tuesday.  He was arrested at his residence and transported back to Troop 3 where he was arraigned at JP2 and later committed to JTVCC on $2,000.00 secured bond.
