A Dover man has been arrested on charges of harassment and terroristic threatening.  Capitol Police say 49 year old Raymond Brokenbrough continuously called and texted a female State employee over several weeks after she had asked him to stop contacting her.  Police say he threatened physical harm.  Brokenbrough turned himself in to Capitol Police and is currently free on $2000 unsecured bond and ordered to have no contact with the victim.
